    Planning Policy Guidelines (PPG) are gradually being replaced by Planning Policy Statements (PPS), which incorporate changes in policy and give a clearer description of conditions accompanied by reasoned arguments for them. Others await review and now some PPS are also undergoing review ostensibly to reduce their size and improve their intelligibility.

     National Policy Statements

    These documents were produced by the previous government in order to provide policies for the Infrastructure Planning Commission. The IPC is to continue for a year or so and then it is to be absorbed into the Planning Inspectorate. The policies need parliamentary approval before they can be used, so they may be altered or even abandoned.

    Items 5 & 6 laid before Parliament on 7 September 2010 were implemented on 1st October 2010. On 4 November 2010 Circulars 7 & 8 were sent to Local Authorities giving guidance on the changes to the Use Classes Order defining HMO and the Permitted Development rights, and the changes to the legislation on Article 4 Directions allowing the removal of Permitted Development rights to the change to HMO.
